ChatGPT Ads: How Advertising on ChatGPT Works for Brands

ChatGPT ads explained for marketers: who sees them, ad formats, targeting, privacy rules, markets, bidding and measurement, as of October 2026.

ChatGPT ads are paid, labeled placements that appear below ChatGPT’s answers for users on the Free and Go plans. As of October 2026, OpenAI sells them through a self-serve Ads Manager, through its ads team, and through agency and technology partners, in more than 60 countries. Ads do not change the answer itself, so they are a different thing from showing up organically in ChatGPT.

This guide covers what OpenAI has said publicly about ChatGPT ads and what it has not. Everything is dated, because the product is changing month by month.

How ChatGPT ads got here

OpenAI announced its approach to advertising on January 16, 2026, with five principles: mission alignment, answer independence, conversation privacy, choice and control, and long-term value. It said it did not optimize for time spent in ChatGPT.

The first test started in the US on February 9, 2026, according to OpenAI’s announcement. Later updates on the same page record the rollout: on March 26 OpenAI said pilots would begin in Canada, Australia and New Zealand, and on August 11 it said ads had launched in the UK, Mexico, Brazil, Japan and South Korea. On September 23, OpenAI said ads were rolling out in Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam and Taiwan, which brought the total to “over 60 countries” in its announcement.

OpenAI also said at the end of August that ChatGPT Ads had reached a $1 billion annualized revenue run rate in under 200 days, and that tens of thousands of advertisers were running ads. Those are OpenAI’s own figures (repeated in its September 23 announcement). The OpenAI pages reviewed for this article do not include advertiser performance benchmarks.

Which ChatGPT plans show ads

Per OpenAI’s help center, as of October 2026:

  • Ads may appear for users on the Free and Go plans.
  • Plus, Pro, Business, Enterprise and Edu accounts do not have ads.
  • Ads are not shown to accounts identified as belonging to people under 18, using account-level age information and age prediction where available.
  • Temporary Chats do not show ads.
  • Ads do not appear in the ChatGPT Atlas browser during the test.

Free users can opt out of ads by switching to an “Ads-Free” Free experience. The trade-off, per OpenAI, is lower usage limits and reduced feature access, such as no image generation or deep research. For marketers, that means your reach is limited to people on the ad-supported tiers, who may not match the profile of paying ChatGPT users.

ChatGPT ad formats and placement

OpenAI’s advertiser guide says ads appear below ChatGPT responses. Each ad includes an advertiser name, favicon, headline, description, landing page and an image. Ads are labeled as sponsored and visually separated from the answer. Per the help center, a user may see one or more ad units under a response, and a unit can include one or more items from an advertiser or multiple advertisers.

Two newer formats and tools were announced on September 16, 2026, in OpenAI’s post:

  • Sponsored Agents. After clicking an ad, a user can start a clearly labeled conversation with a business-sponsored agent. OpenAI said this was being tested with select US advertisers. It is not a general feature yet.
  • AI creative tools. Ads Manager now suggests copy and imagery from your landing page and campaign objective, and advertisers can opt into AI text customization that adapts headlines and descriptions to the conversation and translates them. There is also an Ads Manager plugin that lets you create, update and analyze campaigns by prompting inside ChatGPT.

OpenAI has said it plans more formats, objectives and buying models. Details of future formats are not public.

Targeting: context first, not audiences

This is the biggest difference from other ad platforms. According to OpenAI’s help center, the ads system picks ads using signals such as:

  • The context and intent of the current conversation.
  • The ad’s landing page, title and copy.
  • Advertiser-provided “context hints” and targeting selections.
  • General location or language.
  • If the user has personalization on: their ad interactions, past chats and memory.

Context hints are descriptions of the conversations, topics or keywords where your product is relevant. OpenAI is explicit that they “are not exact-match keywords and do not guarantee delivery in specific conversations.” If several ads are eligible, ranking combines relevance and advertiser bids. OpenAI describes the auction as a relevance-weighted, second-price auction.

Some details are not public in OpenAI’s own pages, so treat anything else you read about audience lists, demographic targeting or lookalikes with caution. Check Ads Manager for what is actually offered in your account.

Privacy commitments

OpenAI’s stated commitments, from its help center and announcements:

  • Advertisers do not get chats, chat history, memories or personal details. They get aggregated, non-identifying performance data such as views and clicks.
  • OpenAI says it never sells user data to advertisers.
  • Users can turn off ad personalization, dismiss and report ads, see why an ad was shown, and clear ads data. Cleared data can take up to 30 days to be removed.
  • Ads are not eligible to appear near sensitive or regulated topics such as personal health, mental health or politics, and political advertising is not allowed.
  • Personalized ads are not initially available in the European Economic Area or Switzerland.
  • If a user messages an advertiser through an ad, the advertiser sees only the messages sent to them.

Regulated categories such as health and financial services may be eligible if they meet OpenAI’s criteria. Read OpenAI’s ad policies before building creative in those verticals.

Which markets can advertise

OpenAI says ChatGPT Ads are available in more than 60 countries as of its September 23, 2026 update. It points advertisers to an “Ads Manager Availability” page for the current country-by-country status, and says creating an account does not give access before your country is supported. Because availability changes, check that page rather than a third-party list.

How advertisers get access

As of October 2026, OpenAI lists these routes:

  1. Self-serve Ads Manager (beta). Rolled out starting May 5, 2026. Per OpenAI, you register, add payment details, set budgets, bids and pacing, upload ads and view performance. Sign up at ads.openai.com. The page also showed an offer of $500 in ad credit when new advertisers spend $500, as of October 3, 2026. Check the terms before relying on it.
  2. OpenAI’s ads team. Larger advertisers can request sales support.
  3. Agency partners. OpenAI names dentsu, Havas Media, Omnicom Media, Publicis Groupe and WPP.
  4. Technology partners. The May announcement listed Adobe, Criteo, Kargo, Pacvue and StackAdapt.
  5. HubSpot and Shopify. Since September 16, HubSpot customers can connect a ChatGPT Ads account to create ads, track performance and follow up on leads. US Shopify merchants can use a ChatGPT Ads app, with international availability starting September 23.

CNBC also reported on September 10 that Amazon is letting select US brands buy ChatGPT ads through its demand-side platform. An Amazon spokesperson said OpenAI’s ads system still controls all delivery decisions.

Pricing, bidding and measurement

OpenAI does not publish a rate card. Ads are bought in an auction.

  • Billing. Per OpenAI’s help center, you can choose impression-based buying (Views), clicks (traffic), or conversion optimization. Click billing charges for valid clicks. The pilot started with CPM only, and CPC bidding was added in May 2026.
  • Bids. You set a maximum CPM or CPC at the ad-group level. For CPC campaigns OpenAI suggests starting with a $3 to $5 USD maximum bid. For conversion-optimized campaigns it says there is no recommended bid at this time. These are OpenAI’s starting suggestions, not average costs, and we have no data on what advertisers actually pay.
  • Conversion optimization. Needs a data source set up in Ads Manager using the OpenAI Pixel, the Conversions API, or both. Only standard conversion events are supported for this objective, one per campaign.
  • Reporting. Ads Manager Beta shows impressions, clicks, spend, CTR, average CPC, average CPM and conversions. Impressions, clicks and CTR refresh roughly every 15 minutes, and spend can lag by 7 to 8 hours.
  • Attribution. Clicks get an OpenAI click reference (oppref) appended to the landing page URL. Preserve it through redirects. Reported conversions can include modeled conversions where available, and OpenAI warns its numbers may differ from your analytics.

You can also add UTM parameters to landing page URLs and read the traffic in your usual analytics tools.

These are two separate channels.

ChatGPT adsOrganic visibility in answers
How you get itPay via auctionEarn through content, authority and brand mentions
Where it appearsLabeled unit below the answerInside the answer text or its citations
ControlBudget, creative, context hintsIndirect; no guarantee
Can you buy influence over answers? No, per OpenAINot directly

OpenAI says advertisers “have no ability to shape, rank, or alter ChatGPT’s responses” and that an ad is not an endorsement. So a budget will not buy you a mention in the answer. If you want that, work on AI search optimization: clear, citable pages, consistent brand information, and the topics people actually ask about.

The two can support each other. Ads can get you in front of people who are comparing options, while organic work makes you credible when ChatGPT summarizes a category.

How to prepare for ChatGPT ads

None of this requires a big budget. It requires clean fundamentals.

  1. Check eligibility first. Confirm your country is supported, your category is allowed under the ad policies, and your account can be approved.
  2. Write for the conversation. Users arrive mid-task: comparing, planning, deciding. Lead with a specific benefit and the next step, not a slogan. The ad unit has a headline, a description and an image, so you do not have much space.
  3. Draft context hints around questions, not just keywords. Think of the questions your buyer asks before purchasing. Remember hints guide matching but do not guarantee it.
  4. Fix your landing page. OpenAI says the landing page is one of the signals used to select ads. Make the page match the promise in the ad, load fast, and work on mobile.
  5. Set up tracking before you spend. Install the Pixel, add the Conversions API if you can, use the same event ID for deduplication, keep oppref intact, and tag URLs with UTMs. Make sure you have consent where the law requires it.
  6. Start small and test one variable at a time. OpenAI recommends enough time and budget to gather meaningful data before large changes. Decide your success metric (cost per lead, sign-ups, sales) in advance.
  7. Pick the objective that fits. Use clicks for traffic. Use conversion optimization only when you have enough conversion volume to be useful.
  8. Compare in your own analytics. Expect differences between Ads Manager and your other tools, and agree on one source of truth before judging results.
  9. Use AI tools carefully. The creative suggestions and text customization are optional. Review every suggestion before it goes live.

How ChatGPT ads compare to Google and Meta ads

At a high level, and based on what OpenAI has published:

ChatGPT Ads
MaturityBeta Ads Manager, new formats still in testing (OpenAI, Sep 2026)
Where users areMid-conversation, often exploring or comparing
Targeting modelConversation context, advertiser hints, general location or language
ReachFree and Go users in supported markets
MeasurementPixel, Conversions API, standard events
BenchmarksNone in the OpenAI pages reviewed

Google Ads and Meta Ads have their own targeting and measurement options. We did not research their current feature sets for this article, so compare them directly in each platform’s own documentation before moving budget.

The practical read: treat ChatGPT ads as an experiment budget alongside your existing channels, not a replacement. You get a new place to reach people who are researching, but with a smaller published feature set and less history to learn from. We have not run campaigns on these platforms for this article, so this is a comparison of features, not results.

What isn’t public yet

  • Average CPMs, CPCs or conversion rates. OpenAI gives only a suggested starting CPC bid.
  • The full list of targeting options and any audience controls.
  • Timelines for new ad formats and for expansion to other plans.
  • Whether Sponsored Agents will roll out beyond select US advertisers.
  • Independent performance studies we could verify against a primary source.

Frequently asked questions

Does ChatGPT have ads?

Yes. As of October 2026, OpenAI shows ads to users on the Free and Go plans in supported markets. It does not show ads to accounts identified as under 18. Plus, Pro, Business, Enterprise and Edu accounts do not see ads.

Do ads change what ChatGPT answers?

OpenAI says no. Its help center states that ads run on separate systems from the chat model and that advertisers cannot shape, rank or alter ChatGPT's responses.

Can advertisers see my ChatGPT conversations?

OpenAI says advertisers do not get chats, chat history, memories or personal details. They receive aggregated performance data such as views and clicks.

How do I buy ChatGPT ads?

Sign up at ads.openai.com for the self-serve Ads Manager (where available in your country), work with OpenAI's ads team, or go through an agency or technology partner. HubSpot and Shopify also offer integrations.

Is paying for an ad the same as being recommended by ChatGPT?

No. Ads are labeled as sponsored and sit below the answer. Showing up inside the answer itself is organic visibility, which you earn through content and brand signals rather than buy.

How much do ChatGPT ads cost?

OpenAI does not publish fixed prices because ads are sold by auction. For click campaigns its help center suggests starting with a maximum bid of $3 to $5 USD per click, and it gives no recommended bid for conversion-optimized campaigns.
